"全面建成小康社会"是"四个全面"中重要的战略举措,通过对于"小康社会与现代化"、"小康社会与中产阶级文化"、"小康社会与创新文化"三个层面的阐述,可以说明"全面建成小康社会"对于中国当代社会与文化方面的可能影响与促进作用。中国面临全球化的各种冲击与影响,必须参考其他社会与文化的历史经验,并从中总结出适于自己的发展路线。特别是对于来自西方启蒙传统的反思精神、市民社会的开放性、中产阶级文化的进取性与创造能力,尤需进行兼容并蓄的吸收与改造,以促成当代中国新一代公民文化的茁壮与开花结果,从而彰显中国特色社会主义文明的先进性与优越性。"全面建成小康社会"既包括了外在的建设,又包含内在意识的改变过程,它由客观物质环境的改变开始,进而对人的社会与文化生活产生影响。不存在着一个绝对化的中产阶级社会与文化,这只能是在中国未来建成的小康社会的历史实践基础上改造而成的东西,基于概念使用上的方便,它被作为一种类比式的运用。在这一进程中,除了自下而上的物质与文化建设,还必须有自上而下的正确指引,这就是党的领导所起的关键作用,通过如此辩证的结合,所勾勒出来的,正是一幅未来中国公民社会的美丽图景。

＂Comprehensively Setting up a Well-off Society＂ is an important strategic initiative in the Four Comprehensives.
