浅析我国科技资源共享公共服务中NPO参与的现状与对策

NPO Participate Analysises in Public Service of S＆T Resources Sharing in China

在市场起决定性作用的形势下，政府不再是科技资源共享公共服务的唯一供给主体，非营利组织NP0的参与也有其必要性。在阐述科技资源共享公共服务主要特征的基础上，分析政府失灵和市场失灵等导致NP0参与的必要性，梳理国外科技资源共享平公共服务中NP0参与的特点，结合我国国家科技基础条件平台运行和资源共享中NP0的参与实践，提出新形势下NPO参与科技资源共享公共服务供给的建议：坚持政府主导，壮大NP0的力量，与事业单位分类改革相结合，引入体制外NP0和社会力量，引入市场机制，探索政府向社会购买公共服务等支持方式。

Under the condition of market playing decisive role, government is no longer the unique supplier of public service of scientific and technological resource sharing. On the basis of characteristics of public service of scientific and technological resource sharing, due to market failure and government failure, it is necessary for the NPO to participate in related activities. Foreign experience combined with how NPO participate in running of China＇s national science and technology platforms and resources sharing, make recommendations to how to improvement, adhere to government-led, strengthen the power of NPO, combined with reform of public institution classification, introduced the social power, introduction of market mechanism, to explore the way of government purchase public services form the society.
