摘要
作者通过介绍我国职业安全卫生现状与特点,分析我国职业安全卫生工作中存在的问题,认为职业安全卫生监管效率较低与立法和监管模式有直接关系,此两者分别具有"控制型"和"行政干预"为主的特征,很难调动企业主动性,更不可能提高监管效率。同比国外先进监管经验,我国协同合作监管机制尚未形成,教育培训工作亟待加强。进而阐述工会职能作用在职业安全卫生工作中的意义,提出"源头参与"、三方协调机制、群众监督管理、宣传教育等工作设想,充分调动责任主体和员工积极性,提高监管实效。最后对今后职业安全卫生防治工作进行了展望。
The paper introduces the status and characteristics of occupational safety and health in China, and analyzes the existing problems on the occupational safety and health work. The authors consider that lower supervision efficiency of occupational safety and health is directly connected with the legislation and supervision model, which has characteristics of control type and administrative interference respectively. It is difficult to mobilize initiative of enterprise and improve the efficiency of supervision under the current legislation and supervision model. Compared with the foreign advanced management experiences, the cooperative supervision mechanism has not yet been formed in China, and the education and training need to be strengthened urgently.Furthermore, the paper expounds the significance of labor union function on occupational safety and health work, suggests the working assumptions, including the participation from source, thr6e-party coordination mechanism, public supervision and management, as well as publicity and education, which will mobilize the enthusiasm of responsibility subject and staffs, in order to improve efficiency of supervision. Finally, the paper makes a prospect to occupational safety and health work in the future.
