煤炭生产服务外包模式研究及其应用

在介绍目前煤炭行业煤炭生产运营模式变化的背景、意义的基础上,总结了煤炭生产服务外包模式研究进展及应用状况。应用服务外包理论分析了生产外包模式对企业发展的战略作用,剖析了煤炭生产服务外包模式内容、特征及其运行关键问题。以神华神东公司和天地华泰公司为典型案例,介绍了神华神东公司面向区域的矿业组合服务模式的发展内涵与天地华泰的三种煤炭生产运营模式及其示范工程。认为煤炭企业生产服务外包模式是对传统生产经营方式的补充与发展,有利于提高企业生产经营管理水平和社会经济效益,煤炭企业应从自身条件出发,选择合适的煤炭建设与开采运营模式。

This paper describes the background and significance of coal production and operation mode changing of the current coal industry at first, it also summarizes the researcn progress and application of coal production and operation service mode. Subsequently, based on the theo- ries of outsourcing service, this paper analyzes the role in strategic of production outsourcing mode for enterprise development. Furthermore, it analyzes the contents, features and key issues of the coal production outsourcing model. Thirdly, by taking Shenhua Shendong Company and Tiandi Huatai Company as typical cases, this paper introduces the development connotation of region-oriented mining combined service mode for the Shenhua Shendong Company, and three coal production and operation modes and the demonstration projects of Tiandi Huatai Company. The coal production outsourcing and operation mode is the supplement and development to the tradi- tional production mode, and it is conducive to improve the production and management level and the social and economic benefits. Coal enterprises should choose the appropriate coal exploitation mode by considering their own conditions.
