试论中国国家风景道体系的构建

作为拥有自然与人文旅游价值的公路,风景道集交通、生态、游憩和保护等复合功能于一体,在西方经过百余年发展已经形成了完整的体系。当前,我国正处在全面建成小康社会的关键时期,构建国家风景道体系是推进生态文明建设的必然要求,是旅游行业提档升级的亮点工程和交通行业转型发展的良好着力点。风景道的建设内容应包括资源保护工程、立体景观营造、观景游憩设施、综合服务设施、旅行服务资讯等5个方面。构建国家风景道体系,应当尽快建立健全管理体制、明确发展目标和内容、出台规划布局,并进一步完善部门间交流合作、全域旅游、本地参与及学术研究等保障措施。
