Index System Research on Policy System Coordination Assessment of Grain for Green Project——Taking Western China as an Example

在探讨退耕还林工程政策体系协调性评价内容的基础上,从政策要素中的政策目标、政策手段入手,构建退耕还林工程政策体系协调性评价指标体系。根据相关指标的内涵,对各指标的影响因子及计算方法进行分析,依据距离函数模型的基本要求,提出选择参照值的思路。

Based on discussion of assessment contents for policy system coordination, form policy targets and policy instruments, a set of indicators has been developed for assessing policy system coordination assessment of Grain for Green Project. According to the connotation of related indicators, it analyzed influence factors and counting meth- od of each indicator; and it puts forward to basic principles of choosing reference value for each indicator judging by the requirements of distance function model.
