根据编制重大固定资产投资项目社会稳定风险分析报告的要求,对风险因素的调查与识别、初始风险等级的判断、风险防范与化解措施、措施落实后的最终风险等级的评定的要点进行了针对性的分析,结果表明:风险因素的调查与识别重在其真实性,真实的调查和利益相关者真实意愿的表达;初始风险等级的判断与最终风险等级的评定靠的是科学性,包括专家的宝贵经验和科学方法的采用;风险防范与化解措施重在实事求是,根据实际情况,采用历史证明的有效措施。

According to the requirements of the social stability risk analysis report of major fixed asset investment projects, the paper analyzes the key points in investigation and identification of the risk factors, the evaluation of initial risk level, risk prevention and removing measures, and the final risk evaluation after the measures implemented. The results show that, the key of risk investigation and identification is authenticity; that of initial and final risk evaluation, including the application of expert experience and scientific approach; and that of risk prevention and removing measures is being practical and realistic, using the measures proved in history.
