我国移动网络共享的问题与对策研究

Research on Problems and Countermeasures of Mobile Network Sharing in China

本文梳理了我国移动网络共享的现状及面临的挑战,认为以中国铁塔公司的成立为开端,开放移动网络共享将极大地提升我国TD-LTE网络建设速度,整合基础设施资源,促使传统电信运营商转型。然而,在网络共享过程中,铁塔公司还面临着资源垄断、资产风险、需求统一困难、利益协调困难和建设审批流程复杂等一系列问题。最后,提出开放民资进入铁塔市场、加紧制定公平合理的共享机制、建立铁塔建设的规范化管理流程和规划、推动运营商与铁塔公司的合作、规范铁塔建设的审批流程、加强无线电公共知识宣传等一系列建议。

This paper reviews the current status and challenges of China＇s mobile communication network sharing. With the establishment of China Tower Company, opening mobile network sharing will greatly enhance China＇s TD-LTE network construction speed, integrate infrastructure resources, and promote transformations of traditional telecom operators. However, in the process of network sharing, China Tower also faces the problems of resource monopolies, asset risk, various needs, coordination of interests, and complex process of construction approvals. Finally, this paper recommends some solutions, such as letting private capital into the tower markets, developing fair and proper sharing mechanisms, standardizing tower construction management plans and processes; stimulating operators and China Tower to cooperation, standardizing tower construction approval processes, and publicizing radio propagation knowledge.
