“一带一路”空间信息走廊建设的思考

A Study on the ‘One Belt and One Road' Spatial Information Corridor

"一带一路"空间信息走廊是为配合国家"一带一路"战略实施、提升卫星天地一体化应用能力、助力实现"一带一路"沿线国家互联互通而论证的立体空间信息系统。本文梳理了"一带一路"空间信息走廊建设的背景、现状与目标,认为其价值主要在于整合"一带一路"沿线国家的空间信息市场和空间信息资源,支持沿线国家和地区环境减灾、资源能源开发、地面基础设施建设以及应急安全等,并极大程度地助力区域性国防建设加速区域经济发展。建议做好顶层设计,统筹国内外布局,联合相关利益各方从互利共赢出发,创新合作模式,建立国际各方、各业务领域的长效合作机制。

The ＇One Belt and One Road＇ Spatial Information Corridor is the Spatial Information System to cooperate with the implementation of ＇One Belt and One Road＇ country strategy, enhance the integration of satellite application ability from space to the ground, and help to achieve the connectivity of ＇One Belt and One Road＇. This paper analyzes the background, current situation and objectives of the ＇One Belt and One Road＇ Spatial Information Corridor, and it aims to integrate the spatial information market and the spatial information resources along the ＇One Belt and One Road＇ countries and regions, to support the development of regional national defense and to accelerate regional economy development. Therefore, it is advisable that the top-level layout of the domestic and international co-ordination should be taken into account, the innovative cooperation model should be established based on win-win cooperation and the long-term cooperation mechanism covering different countries and different fields should be set up.
