日本城镇化及其融资模式对我国的经验借鉴

A Study of Japan's Urbanization and Enlightenment of its Financing Mode to China

本文梳理了日本城镇化的历史路径,发现日本的城镇化过程中一直伴随着政府的强力主导。日本政府通过中央财政投融资贷款(FILP)、地方政府融资平台、发行债券以及引进私人投资等多种方式为城镇化提供金融支持,其中公开市场直接筹集资金是目前最主要的债务融资方式,较具特色的是地方公共团体金融机构(JFM)融资。最后,对中日两国政府融资体制进行归纳和比较,并在此基础上归纳出值得我国借鉴的一些具体措施。

This paper concludes the historical path of urbanization in Japan. It is found that the Japanese urbanization has been accompanied by the strong leadership of the government. The Japanese government provides financial support to the urbanization through the central financial investment and financing, issuing bonds, local government financing platform, private investment and so on. Issuing bonds is the most important way to raise funds for the Japanese government, and the unique way is the local public group financial institution （JFM）. On the basis of the comparison of the Chinese and Japanese government financing system, it draws some enlightenment of the financing mode in the process of urbanization in Japan to China.
