县级公立医院改革前后就诊流向与医保基金支出分析

Analysis of Patient Flow Tendency of Medical Visits and Insurance Fund Expenditure in Public Hospital at County Level before and after the Reform

对杭州地区五个县/市级公立医院改革前后的就医流向、基金支出和个人自付进行对比,分析改革实施过程中出现的问题及成因。从发挥医疗保险制度引导合理有序诊疗作用、积极推进医疗保险基金支付制度改革、提升县级医院医疗服务能力三方面提出思考与建议。

The problems occurred in the process of reform implementation and their causes were analyzed through comparing the patient flow tendency of seeking medical advice, medical insurance fund expenditure and individual self-paid ratio before and after the reform of five public hospitals at county/city level in Hangzhou. Suggestions were put forward from three aspects： giving full play to medical insurance system in guiding the reasonable and orderly diagnosis and treatment, actively promoting the reform on medical insurance fund payment system and improving the service quality of hospitals at county level.
