黑龙江省冬奥项目科技服务存在的问题及对策研究

冬奥会科研攻关与科技服务工作是整个备战奥运会工作不可或缺的重要环节,以黑龙江省备战冬奥项目科技服务工作为研究对象,分析黑龙江省在科技服务工作中存在的问题。研究证明,黑龙江省科技服务意识还有待强化,科研立项与实践还存在脱节现象,对关键环节及主要问题的解决还不够深入;从事科研工作人员专业性欠缺;科研人员、训练人员、管理人员分属不同系统,多头管理致使某些科研手段落实不到位;冰强雪弱的问题尚未解决。建议应该建立以政府为主导、专业科研队伍为主体的科技服务团体,在多方配合与努力下,共同为黑龙江省冬奥项目科技服务工作努力。

HThe work for scientific and technological issues and service is an important part of preparation of Olympics, taking scientific and technological service which is prepared for Winter Olympics of heilongjiang province as the study object, analyzing the existing problems in the work of scientific and technological service in heilongjiang province. The study proves that the consciousness of scientific and technological service in heilongjiang province remains to be strengthened, scientific research project and practice are disjointed, solving the key steps and problems is not deep. The people who works on scientific research lack of professionalism. Scientific research personnel, training personnel, management personnel belong to different systems, bull management resulted in some scientific research methods can not reach the designated position. The problem of strong in ice and weak in snow has not yet been resolved. It is suggested that the scientific and technological service organizations, which take the government as the leading and professional scientific research team as the main body, with the cooperation and joint efforts, work hard for the scientific and technological service of Winter Olympics in heilongjiang province.
