黔中深化区域合作的实践困境及解决路径

黔中经济区作为中国新一轮西部大开发战略确定的经济增长极,是推动贵州经济社会发展的"火车头"、"发动机"。在区域化的时代背景下,深化黔中区域合作是实现区域经济一体化的必然选择。要解决区域利益协调机制、区域合作机制和区域法治保障机制等缺失带来的制度困境,就必须开展更大范围、更高水平、更深层次的黔中区域合作。通过建立黔中区域合作机制、推进黔中经济区一体化市场体系建设以及健全黔中区域合作法治化制度建设等途径来解决黔中区域合作的制度困境,对促进黔中经济又好又快的发展有着十分重要的现实意义。

Central Guizhou Economic Zone is the ＂locomotive＂ and the engine of promoting Guizhou economic and society development as the economic growth pole of Chinese new round of the western development strategies determined. In the context of regional cooperation, deepening the cooperation in Central Guizhou is an inevitable choice of realizing the regional economic integration. In order to resolve the system dilemma of the loss of the regional interest coordination mechanism, regional cooperation mechanism and regional rule of law guarantee mechanism, we must carry out regional cooperation in Central Guizhou in a wider range, at a higher level and on a deeper level. Establishing the regional cooperation mechanism in Central Guizhou, promoting the construction of integrating market system in Central Guizhou Economic Zone and perfecting the construction of regional cooperation under the rule of law in Central Guizhou, regional cooperation according to law and so on, may resolve the system dilemma, and have the extremely important practical significance in promoting sound and rapid economic development in Central Guizhou.
