摘要
教育政策排斥是教育资源稀缺背景下的政策表征,在当下对于分析弱势群体的教育困境具有重要的参照价值。以教育政策排斥的视角对随迁子女教育政策中的利益与价值进行分析,能够发现其中存在的隐性排斥、负向排斥和博弈性排斥不仅妨碍了教育公平的实现,也阻遏了弱势群体教育利益的实现。教育利益的供需断层、决策过程的多元参与不足和目标群体诉求的低效实现,共塑了教育政策排斥的过程。寻求教育决策过程的共识是抑制教育政策负向排斥的基础,这就需要不同群体在决策中发挥作用和进行对话。
Education policy exclusion shows the scarcity of education resource, which is valuable when analyzing the dilemma of the education of the weak currently. In analyzing the benefits of values of Education policies of migrant children from the perspective of education policies exclusion, it is found that latent exclusion, negative exclusion and gaming exclusion hindered education equity and education benefits of the vulnerable groups. Unbalanced supply-demand of education benefits, simplification of factors influencing education decision and ineffective expression mechanism jointlydemonstrate the process of education policy exclusion. Therefore, the attempt to reach a consensus of education decision through more participation of divers groups is the basis ofavoiding negative education exclusion.
