我国普通高中学生资助政策执行效果评估——基于2014年全国38个省级单位的实证分析 被引量:3

摘要 随着我国普通高中学生资助政策体系的建立健全,普通高中阶段的学生资助政策的贯彻落实情况成为政府的关注点之一。为充分了解当前全国普通高中学生资助政策的执行效果并推进资助政策程度进一步完善,研究针对2014年全国38个省级单位开展实证评估研究。评估结果显示,2014年全国普通高中学生资助政策执行效果良好,在意见制定、政策落实、资金管理与监督检查方面成效显著,同时在受助生认定办法、实际资助金额与比例、学生库建设以及宣传教育等方面亟待改进。在此基础上,提出加强我国普通高中学生资助政策执行力度的对策与建议。 Since student aid policy system of ordinary high school education become more and more per- fect, the student financial assistance policy implementation situation become one of the government's fo- cuses. For judging the fair and efficiency of student aid work to improve student aid policy's implement, this paper is commissioned to evaluate on ordinary high school education student aid performance of 2014 which covers 38 provincial participating units. The result shows that the student aid management of ordi- nary high school performs well, the performance achievements exists in the aspects of infrastructure, pol- icy implementation, funds management and supervision. However, problems are still existed in some work links, such as the formulation of poor student affirmation, grant standards, information manage- ment, data construction and tendencious education. According to this, this paper put forward several ways for improving student aid performance of ordinary high school education.
