摘要
制度适配是协同改革的关键。文章从功能协同和互补的角度提出和分析了公立医院体制机制与医疗保险付费方式的两种适配组合,一是公立医院绩效型行政化体制机制与医疗保险项目制后付费方式的制度组合,二是公立医院治理型市场化体制机制与医疗保险打包制预付费方式的制度组合,力图为公立医院体制机制与医疗保险付费方式的协同改革提供理论参考。
System adaptation is the key to synergy reform. Two kinds of adaptive combination of the system and mechanism of public hospitals and medical insurance payment methods were analyzed in view of function coordination and function complementa- tion to provide theory reference for the synergy reform on public hospitals. One is the system combination of performance-based ad- ministration system of public hospitals with medical insurance postpaid methods. Another is the system combination of governance- based marketization system of public hospitals with medical insurance prepaid methods.
