摘要
统筹城乡基本医疗保险制度的目的是消除二元结构,实现城乡受益公平性。但在实际运行后其公平性程度如何是本研究探讨的重点。利用宁夏试点城市数据,采用泰尔指数及其分解法研究城乡之间、不同档次之间的受益情况,探讨这一设计的受益公平性。结果表明,受经济水平的制约,城乡居民在医疗保险的受益公平性上仍存在一定差距。
The objective of the integrated medical insurance system is to eliminate the dual structure and realize the public equity, which is the purpose of the research. This study was to investigate the equity in different areas and grades design. The data was collected from an experimental city in Ningxia, and the Theil Index and its decomposition was used to analyze the equity. The results showed there is a significant inequity in integrated medical insurance system because of the economic level.
