Since the 18th Congress, the CPC central committee attaches great importance to higher education, adhere to seek im- provement in stability of total tone, the effective ways to actively explore the development of higher education career. By strengthening Party building of higher education system, to provide strong leadership core for the development of higher education; through compre- hensively deepen the comprehensive reform of higher education, to promote the modernization of higher education ; through the compre- hensive administering education according to law for the development of higher education.
