低碳转型与中国造纸工业发展对策

Low-Carbon Transformation and Development Strategy of China's Papermaking Industry

减少温室气体排放,节能减排,发展低碳经济成为世界各国的共识。造纸工业发展低碳经济具有明显的优势,中国造纸工业低碳转型是适应人类社会可持续发展的需要,也是提升中国造纸工业国际竞争力的必然要求。中国造纸工业要加强造纸纤维原料的管理,大力推行节能减排与清洁生产方式,不断推进低碳技术与低碳产品的创新,实现低碳转型。政府部门则要加强国内森林认证体系、碳交易市场与规则的建设,为中国造纸工业的低碳转型提供法律与政策支持。

To reduce greenhouse gas emissions, energy conservation and emissions reduction, developing low carbon economy have become the consensus of the nations all over the world. Papermaking industry has obvious advantages to develop low carbon economy. Low-carbon transformation in China＇s papermaking industry is to meet the needs of sustainable development of human society, but also is to meet the demands of enhancing the international competitiveness of China＇s paper industry. China＇s papermaking industry should achieve low carbon transition by strengthening the management of raw materials for papermaking, and by vigorously promoting clean production mode, and by continuing to promote the innovation of low carbon technologies and low carbon products. Departments of the Government should provide legal and policy support for low-carbon transformation of Chinese paper industry, by strengthening the construction of domestic forest certification system, and the carbon trading market and the rules.
