气候变化下的干旱致贫及救助路径研究——以宁夏回族自治区为例

The Research on Poverty Leaded to Drought under the Climate Change and Its Relief Path:The Case of the Ningxia Hui Autonomous Region

气候变化下的干旱致贫已经成为我国扶贫工作的主要障碍。近年来宁夏的干旱程度受气候变化影响愈发严重,气候变化下的干旱致贫问题突出。究其成因是由干旱加剧导致农牧业生产风险增加,水资源短缺,人类健康程度下降,以及人为不利因素而导致的。当前宁夏在应对气候变化下的干旱致贫时在扶贫移民、自我发展、资金供给和政策适应等问题上仍存在许多问题。必须构建以居住地生产生活适应性评估为依据,通过原地发展农业生产和异地推进扶贫移民两种治贫途径,并辅助以"五位一体"保障措施的救助路径。

Poverty leaded to drought under the climate change has become the major obstacle for our country. In recent years , the drought degree in Ningxia has been influenced by climate change more serious. The problem of the poverty leaded to drought under the climate change is very prominent. It is derived from the increasing risk of agricultural and animal husbandry production under the drought,shortage of water resources,declining in human health,and other human-related causes. There-fore,Ningxia should be built the relief path which is through developping agricultural production in the original living place and implementing the immigration of proverty allevation ,and aided with “Four in One＆quot;supporting measures.
