This paper reviewed both the methods of conventional design and using 3E plus program to design. The conclusion is that as a software meeting ASTM （American Society for Testing and Materials） standard, 3E plus program makes the calculation more convenient, makes it easier for project approval while realizing energy saving and environment protection.
