摘要
通过对JS学院59名干部履历的统计分析发现,高校青年干部成长缓慢、成长空间狭小,培养机制总体上存在"重使用、轻培养"的问题。针对高校青年干部的成长,结合高校自身的特点和创新发展的需要,把培养、选拔、使用有机地结合起来,构建了职务和职称互通式的三位一体模型,并提出了对青年干部进行开放性吸纳、系统性培养、竞争性选拔、前瞻性使用的对策。
An analysis of 58 cadres' records in JS Institute shows a problem that young cadres in college experience slow and small growth. There is a problem in cadre fostering mechanism featuring "using first while fostering neglected". Accordingly, a trinity model of fostering, selecting and using of cadres with positions and professional titles interworking is put forward on the basis of need for innovation and characteristic of each university. In the meantime, a countermeasure about young cadres is proposed that includes accepting widely, fostering systematically, selecting competitively and using prospectively.
