This thesis demonstrates an integrated school-running theory and practice study of higher vocational education and open education, grasps accurately the basic factors on the specific working policies of integrated school-running such as scientific connotation, core idea, operating mechanism and practical principles, summarizes an integrated school-running theoretical system and practical mode of higher vocational education and open education combining with academy, practice, epoch and progressive significance. It establishes a school-running concept named ＂one body with two wings, resources sharing, diversified development and interactive promotion,＇, and explores a correct, feasible, scientific and long-term working guideline, which contributes to clarifying working thoughts, unifying ideas, building consensus and forming cooperative effects. This is the basis for implementing the innovation-driven development strategy and is of great importance both theoretically and practically.
