摘要
自《环境影响评价公众参与暂行办法》实施以来,我国建设项目环评公众参与工作呈现出全面性铺开、实施性较强、程序化完成、有效性较差的特点,在实际工作中,被调查者、实施者、管理者均面临诸多问题和压力。下一阶段,建议从建设制度、公开信息、设计合理程序、明确责任和加强宣传等方面加强建设项目环评公众参与的有效实施。
Since the implementation of Interim Measures on Public Participation in Environmental Impact Assessment, though public participation is widely carried out and easy to implement, its results is not satisfying as a result of poor validity. Many problems and huge pressure are faced actually by respondents, EIA practitioners and administrators. It is suggested that we shall improve the EIA system, disclose more information, design better procedure, make clear responsibility and enhance outreach in order to improve the effectiveness of public participation in the EIA.
