摘要
2014年12月10日,多部委联合发布的《关于进一步减少和规范高考加分项目和分值的意见》是高考改革中的新热点,也是高考加分政策研究中的里程碑式事件,它标志着高考加分政策改革进入了一个崭新阶段。高考加分新政背后的存废逻辑是,教育管理学认为,制度约束与环境变迁是影响教育政策改革的两大因素,前者为阻力因素,后者为动力因素,这二力交互共同推动政策变革。
The Latest additional score policy in the national college entrance examination was released on December 10th, 2014. This policy marked a new hot point as well as a mile stone in the reform of college entrance examination policies. In the theory of educational administration, institutional constraints, the resistance factor, and changes of circumstances, the dynamic factor, are both factors towards reform of educational policies. Based on this theory, the logic and reason of the new policy will be discussed and presented.
