试论韩国对华环境合作政策的演变:从“发展中国家伙伴”到“战略合作伙伴”

Transformation of Environmental Cooperation of Korea to China to Mutual Strategic Cooperative Relationship from East-West Relation and Developing Country

中韩两国在环境合作问题上,两国的技术、制度和资金来源有所差异,尤其是对黄沙、海洋污染等东北亚地区的主要环境问题的"原因"认识和"对策"提供上,两国之间存在争议。尽管如此,中韩环境合作仍然在很多方面取得了重大进展,并且"环境合作"这一内容也被正式纳入双方"战略合作伙伴"的议题之中。本文的主要目的在于在中韩之间相互依存关系日益深化过程中,探讨韩国政府"复合型政策革新"以及对中韩两国环境合作的影响。

The purpose of this study is to clarify the transformation of environmental cooperation of Korea to China.The environmental measures of Korea and China are different in system,technology,and financial resources.That is why it is difficult to agree on supplying funds to the 'measures' to treat 'causes' related to environmental issues of Northeast Asia such as Yellow Dust and Marine Pollution.Yet Korea and China develop environmental cooperation in many different fields.The discussion of mutual strategic cooperative relationship also contains 'Environmental Cooperation.' Since 1992 normalization of diplomatic relations between Korea and China,the remarkable cooperative relationship in environmental field has been built among concerns of Northeast Asia and two countries.The Environmental Cooperation of two countries was written clearly on 2013 ' Korea-China Joint Statement for Future Vision' and 2014 'KoreaChina joint statement'.This study proves Korea's environmental cooperation to China has been intensified with the interdependence in multi layered field of two countries.While the relationship between two countries were transformed from the East West relation and developing countries to mutual strategic cooperative relationship,the interaction of the development of Chinese environment policy and the innovation of Korean environment policy established today's firm cooperative relationship.
