新型城镇化发展战略的提出,要由过去粗放型以房地产开发为核心的城镇化发展道路,向以人为核心强调人的城镇化注重城镇化发展质量和发展成果的普惠方向转变。城市基础设施是城市正常运行和健康发展的物质基础,是城镇化工程推进的基础,发力的关键点,对于改善人民的居住环境、提高居民的生态文明意识、增强城市综合承载能力、提高城市运行效率、稳步推进新型城镇化、确保2020年全面建成小康社会具有重要作用。解决好城市基础设施建设的投融资问题,理顺政府、市场主体参与的界限,明确各方参与主体的责权利关系,努力探索一种具有中国特色的基础设施建设投融资模式,是实现新型城镇化的重要前提,着力推进相关领域的投融资体制和运营机制改革。
