区域低碳技术创新系统能力评价研究

摘要 对低碳技术创新系统能力评价,可以有效了解区域低碳技术创新的实际情况,发现问题和不足,为提出低碳技术创新的有效措施提供决策参考。本文通过构建指标体系,采取层次分析方法来确定区域低碳创新系统的评价指标权重,采用舍弃等级论域的模糊综合评价方法进行评价,对中国区域进行实例分析,从而得出评价结论,并对评价结果进行分析,提出建议和意见。这样有利于提高区域低碳技术创新系统评价工作的科学化水平,强化各行为主体低碳技术创新责任,故低碳技术创新系统能力评价具有重要意义。 Evaluation on regional low-carbon technology innovation system can effectively help know the actual conditions of regional low-carbon technology innovation,find out problems and deficiencies and provide decision references for proposing effective measures in low-carbon technology innovation.This article uses analytic hierarchy process (APH) to determine evaluation index weight of regional low-carbon technology innovation system by establishing an indicator system.Evaluation is conducted using the fuzzy comprehensive evaluation method which gives up the grade theory domain.Analysis on examples in China region is conducted, therefore the evaluation result is obtained.Suggestions and advices are put forward according to the analysis on the evaluation result.In this way, the scientific level of evaluation on regional low-carbon technology innovation system can be improved,the responsibilities of each behavioral subject in low-carbon technology innovation can be strengthened,and thus the evaluation on capability of low-carbon technology innovation system is significant.
