提出以学科建设为中心推进高校的综合改革.指出学科建设为中心的综合改革,要注意点面结合,尤其要突出重点;要注重激励制度建设,按章办事;注重促进二级学院办学的主体地位;注重高校的内涵式发展.提出了以学科建设为中心,进行人事、科研、实验装备管理机制、教务、学工和其它方面综合改革的具体举措.
