摘要
学区化办学是我国办学体制机制上的重大变革,具有成区域、高分享、重协同等基本特征。实施学区化办学在于推动学校优质均衡发展、促进学校内涵发展、实现教育资源共享、落实教育综合改革。当前,学区化办学面临合法性质询、同质化危机、科层化陷阱、迟效性阻滞等挑战。走出学区化办学的实践困境,需要科学公正地划分学区,充分激发学校成为学区成员的内在动力,加强学区化办学的远景规划制订与制度建设,积极开展学区化办学的理论研究。
District oriented school running is the significant transformation of the school running mechanism and system in China, which is distinguished with the basic characteristics of integrating as a district, sharing at a high level, stressing on collaboration, etc. To carry forward district oriented school running aims to promote the balanced development of school with high quality, facilitate the school connotation development, realize educational resources sharing and implement education comprehensive reform. At present, district oriented school running is facing variable challenges such as the inquiry on validity, the crisis of homogenization, the trap of bureaucratization, the retardation of delayed effect, etc. To break away from the practical dilemma of district oriented school running, we should divide the districts scientifically and equitably, fully stimulate the school internal motivation to become the member of school district, reinforce the long-term plan and system construction, and positively carry out the theoretical research on district oriented school running.
