摘要
面临发达国家再工业化的竞争压力,适应我国经济发展新常态的要求,亟需实现资源型地区经济发展由要素驱动向创新驱动转化。资源型地区创新驱动转化面临着思想领域内对于驱动力转化的认识不统一,物质条件上缺乏实现创新驱动的科技能力支撑,体制机制上政策支撑体系尚待完善,人才保障上缺少强有力的支持等问题。加快资源型地区创新驱动要解决好思维定势的问题,发挥好政府的激励引导作用,坚持企业的创新主体地位,发挥人才的集聚效应。
