The paper elaborates concept and development trend of government data open under the environment of big data, and introduces characteristics of foreign government data open and the enlightenments to China. It analyzes development situation and constraints of government data open in China, and discusses the paths and strategies for China＇s government data open from aspects of policy making, law perfecting, data portal building, public participation and data management.
