民族自治立法是我国地方立法的特殊组成部分,是实现民族自治地方自治权的重要法律保障。自《民族区域自治法》颁布实施以来,我国民族自治地方立法取得了显著的成绩。但与地方性法规相比,自治法规无论在立法数量亦或立法质量上仍比较滞后,在立法自治权的行使中尚存在诸多问题。健全与完善民族自治立法机制,增强民族地方的自治立法权,对推进我国民族事务治理体系和治理能力现代化具有重要的意义。

Legislation of national autonomy is the important guarantee of legal system, which is the full implementation of ethnic regional autonomy system in our country. Since ＂the law on regional national autonomy＂ was promulgated, national autonomous legislation has made great progress in our country. But compared with the local regulations, autonomous regulationsis laggingon legislation, no matter in quantity or quality. In the aspect of the effective execution of the legislation autonomy and autonomous legislation system construction, there exist many problems. Strengthening the legislation of regional national autonomy, perfecting local laws and regulations system of regional national autonomy, which is of great signifi- canceto promote the modernization of our national affairs management system and management ability.
