根据对湘西州农村基层党组织负责人的基本情况进行的调查,分析湘西州农村基层党组织负责人队伍建设中存在的问题。主要表现为:结构有待优化、思想觉悟有待提高、工作能力有待加强、后备人才匮乏、管理和监督不够严格、激励保障机制不够完善等方面。针对问题,提出了明确用人标准、加强思想建设与增进沟通交流、健全教育培训机制、加强后备力量建设、强化管理和监督以及健全激励保障机制的对策。

According to The investigation of the basic situation of the XiangXi Autonomous Prefecture＇s lead team of rural grass--roots party organizations, we analyzed the problems in the construction of the lead team of rural grass--roots party organizations, marked by the structure should be optimized, the ideological awareness needs to be improved, the Working ability should be strengthened, lack of reserve talents, the lack of management and strict supervision, the incentive mechanism is not perfect and so on. In view of these problems, we put forward some countermeasures, such as to make clear employment standards, to strengthen the ideological construction and enhancing communication, to perfect the training mechanism, to strengthen the mothball force construction, strengthen the management and supervision, and to protect and improve the incentive mechanism.
