The Function Orientation of Mass Media in the State Governance System

中共十八届三中全会将实现国家治理体系和治理能力现代化确立为全面深化改革的总目标,为传媒体制改革创新指明了方向与途径。作为国家治理体系中的重要主体,大众传媒在国家治理体系中的功能可界定为塑造党政形象、监督权力运作、搭建协商平台和培育社会主义核心价值观等方面。传媒体制机制的创新要以防止大众传媒的功能异化,实现在国家治理体系中功能的准确定位为目标有序推进。

Promoting national governance system and the governance capacity modernization have been es‐tablished as the overall goal of deepening the reform of our country by the Third Plenary Session of the Eigh‐teenth CPC National Congress ,which points out direction and ways for the innovation of media system .As an important part of the national governance system ,mass media system＇s function can be defined as shaping the image of the Party and government ,supervising the operation of power ,building consulting platforms , and cultivating the socialist core values and so on .T he innovation of media system and mechanism should be progressed in an orderly way to prevent the dissimilation of the function of the mass media and to realize the accurate function positioning in the state governance system .
