节水型社会建设评价指标体系构建研究

Research on the Index System of Water-saving Society Construction in China

针对水资源开发利用的现状和所面临的一系列问题,对节水型社会评价的研究现状和进展进行了分析。基于节水型社会是水资源、生态环境、经济社会协调发展的这一认识,构建了由水资源系统、生态环境系统以及经济社会系统相互耦合形成的节水型社会评价系统。同时,在遵循节水型社会评价指标体系指导思想和设计原则的基础上,通过对各子系统及其影响因素进行分析,采用频度统计法和理论分析法相结合来初步设计节水型社会评价指标体系,并运用专家调研法对初选指标进行了筛选,最终构建了由水资源子系统、生态建设子系统和经济社会子系统构成的节水型社会建设评价指标体系。

This paper explores the current condition of domestic water resources exploitation and analyzes a range of existing prob‐lems ,summarizes the present research and progress of the water-saving society evaluation .Based on the recognition of a coordinated development of water resources ,environment ,economy and society in the water-saving society ,this paper constructs an evaluation index system of water-saving society consisting of a combination of water resources system ,ecosystem ,and system of economics and society .At the same time ,by following the guiding principles and designing policies of the evaluation index system ,analyzing the subsystems and its impact factors ,and combining the methods of frequency statistics with theoretical analysis ,the evaluation index system of the water-saving society is primarily designed by adopting the expertise research method .Primary indexes are sifted .Fi‐nally ,the evaluation index system of water-saving society consisting of water resources system ,ecosystem ,and system of economics and society is built up .
