印度渔业及海洋生态环境保护政策法律厘析

An Analysis on India's Fishery and Marine Eco-environmental Laws and Policies

中印两国作为世界上最大的两个发展中国家,有着相似的发展背景及生态环境状况,两国的环境合作具有重大战略意义,在海洋生态环境保护等领域存在共同的利益和合作潜力。但目前国内对印度海洋生态环境保护政策法律研究极为有限,这对进一步加强两国海洋生态环境合作极为不利。印度在渔业及海洋生态环境保护方面有着较悠久的传统,也通过一系列法律、政策的制定和实施在很大程度上解决了海洋可持续发展问题,值得参考与借鉴。

As the most developing countries, China and India have the similar development backgrounds and eco-environmental status, thus the bi-lateral environmental cooperation is of great significant and they share the common interests in the field of marine eco-environmental protection. But the research on India＇s marine eco-environmental policies and laws is still a blank in China, it will put China in a embarrassing situation. India has time-honored traditions in the area of fishery and marine eco-environmental protection, and to some extent, has solve the problems in marine sustainable de-velopment by formulating and implementing a series of laws and policies, many of which experience is worth learning.
