安徽省新农村信息化服务体系建设现状、问题及对策研究

On the Situation,Problems,and Countermeasures of the Construction of the New Rural Information Service System in Anhui Province

自2004年以来,党中央、国务院为解决"三农"问题,先后发布了9个"一号文件",强调建设社会主义新农村、发展现代农业是全面建成小康社会的重大任务。信息化建设是新农村建设的重点和基础,只有信息化建设健康发展,才能有助于"生产发展、生活富裕、乡风文明、村容整洁、管理民主",让农业、农村真正得到发展。在安徽新农村信息化服务体系建设中,只有通过培育服务主体、整合服务资源、优化服务环境、创新服务模式等措施,才能真正让农村信息化建设得到长远的发展。

The Party Central Committee and the State Council have released successively nine “No.1 Docu-ments” in order to solve “the three rural” problems since 2004.These documents emphasizes repeatedly that to construct the new socialist countryside and to develop the modern agriculture are the two major tasks for the building of the overall well-off society.Information construction is the basis and the key of the new rural construction;only the healthy information construction helps to achieve the goals of “grown production, rich life, civilized rural cus-tom, cleanness of villages, and democratic management” so that the agriculture and the rural areas are really devel-oped.As to the construction of the new rural information service system in Anhui, the long-term development of the rural information construction can rely on fostering the subject of service, integrating service resources, optimizing the service environment, innovating service modes.
