随着我国社会经济改革的进一步深入,参与国际竞争的步伐逐渐加快,国民对生活环境的要求也不断提高,在环境政策中引入环境技术创新的内容,并将其作为指导手段诱发和激发企业自主进行环境技术创新,这将是缓解我国经济建设与环境发展矛盾,实现社会可持续发展,建设环境友好型社会的重要手段。我国当前的环境正常还比较单一,控制色彩比较浓厚,缺乏系统的环境政策体系,这也为深入基于环境技术创新指导的环境政策研究,丰富环境政策管理工具创造了有利条件。

With the further refurm of our social economy, the pace of the participation in international competition gradually speeding up, the people to constantly improve the living environment, introduce the content of the environmental technology innovation in environmental policy, guidance and use it as a means to induce and stimulate enterprise independent environmental technology innovation, it will be relieve the contradictions of China＇s economic construction and environmental development, realize the social sustainable development, the construction of an important means of environmental friendly society.
