基于环境危害后果的长输管道环境风险评价方法

摘要 以油品泄漏为风险类型,从油品泄漏的途径、扩散范围和环境敏感性出发,在优化风险分级评价指标的基础上,重点考虑事故的环境危害后果,建立了包括事故概率、环境敏感性、事故源强及环境危害后果的指数综合评价法。通过现场评价及验证结果表明:该方法可解决现有环境风险评价方法中对事故的环境危害后果评价不足的问题;其事故概率评价指标体系为可选矩阵,可识别不同环境敏感区的主要因素,对我国长输管道事故管理具有较强的针对性。此外,该评价方法所需参数与野外现场结合紧密,具有操作简便、直观和通用性强等特点,可为油品长输管道的环境风险管理提供科学依据。 Taking oil leakage as risk types,from the pathways of oil leakage,diffusion range and environmental sensitivity,the index comprehensive assessment system is set up including the accident probability,environmental sensitivity,accident source intensity and environmental harmful consequences focus on the consequences of the environmental accidents.Through field verification,the applicability of the method has distinctive characteristics,can make up for the deficiencies of environmental risk assessment methods lack of consequences of environmental accidents,identify the main factors of different environmental sensitive area because it is the optional matrices,and index system of accident probability evaluation system target for our country's long-distance pipeline accident management and provide thebasis for environmental risk management of pipeline for the parameters of methods closely combined with the wild field and characterized by simple operation.
