摘要
围绕改革政策设计,简要回顾了烟草行业市场化取向改革的理论基础与现实背景,对行业改革政策的思路、任务、步骤等进行解析,力图勾勒出卷烟营销市场化取向改革的发展路径。针对改革面临的困难提出了对策,对改革进行了展望。
This paper reviewed the theoretical basis and practical background for the market-oriented reform in China's tobacco industry with emphasis on the design of such reform policies.Basic thinking,tasks and implementation steps of the reform were investigated and analyzed in an attempt to draft a roadmap for the market-oriented reform of cigarettes sales.Policy suggestions were made for overcoming difficulties facing the tobacco industry.
