我国公私合作办医政策与可行模式浅析

Public-private-partnership in healthcare delivery in China：policy and feasible models

介绍了公私合作办医的概念，梳理和归纳了公私合作办医的相关政策，并在政策分析的基础上，结合医疗服务的特殊属性，从合作内容、合作宽度和合作深度三方面，探讨了公私合作办医的可行模式。建议政府部门在鼓励公私合作办医发展的同时，应综合卫生资源配置公平与效率方面的影响，从全局角度深化医药卫生体制改革。

This study introduced the concept of healthcare delivery PPP,and analyzed its policies.Based on such policy analysis,the authors discussed its practical model from such aspects as cooperation content,cooperation width and depth,in consideration of the special properties of healthcare delivery.The government is proposed to deepen the health reform on a whole while encouraging PPP model in healthcare delivery in view of its impacts on the equity and efficiency of health resources allocation.
