浙江省推进农田灌溉水有效利用系数测算综合措施分析

Analysis on Comprehensive Measures of Promoting the Effective Utilization Coefficient Measurement of Farmland Irrigation Water in Zhejiang Province

农田灌溉水有效利用系数是国民经济发展规划一项重要指标,也是国家实行最严格水资源管理制度"三条红线"的主要控制指标,开展农田灌溉水有效利用系数测算分析对于科学评估节水灌溉工程建设成效、制订相关政策措施、实行最严格水资源管理等方面具有重要的意义。结合浙江实际,重点从组织领导、设施建设、经费保障、技术支撑、考核督查、成果把关、宣传引导等方面分析了浙江省推进农田灌溉水有效利用系数测算的综合措施与成效。

Effective utilization coefficient of fannland irrigation water is an important index of national economic development plan, and also the main control indicators for implementing the most stringent water resources management system of ＂three red lines＂. Developing the calculation analysis of effective utilization coefficient of farmland irrigation water has great significance for the scientific evaluation of water - saving irrigation project construction, formulation of relevant pohcies and measures and implementing the most stringent water management. Combining the reality of Zhejiang, the paper analyzes the comprehensive measures and effect of promoting the measuring and calculation of farmland irrigation water usage coefficient, mainly from such aspects as the organization and leadership, infrastructure construction, financial support, technical support, supervision and evaluation, results checking and publicity guide.
