京津冀协同发展背景下河北省主要生态环境问题及对策 被引量:16

Main Ecological Environmental Problems and Countermeasures in Hebei Province under the Background of the Collaborative Development of Beijing-Tianjin-Hebei Region

摘要 生态环境问题是制约京津冀协同发展的重要因素之一。造成河北省生态环境问题的原因,除了水资源短缺、地形和静稳气候条件等外在因素,还有能源消费结构不合理、结构性污染突出、农村生态环境问题突出等内在的影响因素。对比京津生态环境资源,河北省在清洁能源利用、产业升级、优化布局、提高城镇化水平等方面还存在巨大提升空间。改善河北省环境质量,促进京津冀协同发展,应推进能源结构优化、产业结构升级、生态环境修复和绿色新型城镇化建设。 The ecological environmental problems have become one of the important factors that restrict the the development of Beijing-Tianjin-Hebei region. The cause of the ecological environment problems in Hebei Province, in addition to the external factors such as the water resource shortage, the terrain and the static stability of climatic conditions, there are some internal factors such as irrational energy consumption structure, structural pollution, rural ecological environment problems and so on. Compared with Beijing and Tianjin region,there is a huge promotion space in the aspects of clean energy usage, industrial up-grading, layout optimization and the urbanization improvementleve in Hebei province. Improving the environmental quality of Hebei Province, promoting the coordinated development of Beijing-Tianjin-Hebei, should promote the optimization of energy structure, industrial structure upgrading, ecological environment restoration and green new urbanization construction.
