摘要
我国煤炭企业在应对国内外竞争压力的同时,也面临着"一带一路"背景下"两个市场,两种资源"的发展机遇。近年来,为提高国际竞争力和实现自身可持续发展,我国一些优势煤炭企业开始"走出去",包括到部分"一带一路"沿线国家,探索大型煤炭企业集团的国际化发展之路,并取得了一定成效,为保障国家能源安全和生态安全做出了贡献。与此同时,煤炭企业"走出去"过程中也面临诸多挑战,突出表现在企业自身能力不足、国家支持不够、行业协调不力、中介机构服务不适、对目标国环境了解不够等方面。为此建议:煤炭企业应加强自身能力建设,练好"走出去"基本功;政府应改进对煤炭企业"走出去"的指导和服务,建立健全支持煤炭企业服务"一带一路"战略的"走出去"政策体系;强化行业协会的协调与服务;加快专业性中介机构建设。
While China coal enterprises should handle the domestic and overseas competition pressures, the coal enterprises are facing a development opportunity of "two markets and two resources" under the background of "one belt and one road" . In the recent years, in order to improve the international competitive power and to realize its sustainable development, some excellent coal enterprises in China began "going out" , including parts of the countries along the "one belt and one road" . A discovery was conducted on the road of the internationalized development for the large coal enterprise group, a cer- tain result was obtained and contributions were made to protect the national energy security and ecological security. Mean- while, in the process of "going out" , the coal enterprises faced with several challenges, the foregrounding expressions would be the enterprise self ability insufficient, the state support insufficient, industrial coordination improper, improper services of the intermediary, improper understanding of the object country environment and others. Therefore the paper proposed that the coal enterprises should enhance its ability building and should well practice "going out" basic skills. The government should improve the "going out" guidance and services of the coal enterprises and establish a well "going out" policy system to support the "one belt and one road" strategy of the coal enterprises. The coordination and services of the industrial associa- tions should be enhanced and the establishment of the professional intermediary should be speeded up.
