The Spread of Rural Management Assets and Property Income of Farmers:Case of Chongqing

做大农村集体经营性资产,是增加农民财产性收入的有效途径。农民财产性收入低的直接原因是农民占有的经营性资产数量少,深层原因是促进农民财产性收入增长的制度缺失。增加农民财产性收入,应采取如下策略:高山生态移民安置点、农民集中居住点按照商住分离开发;旅游景区景点、旅游地产等乡村成片开发实施以地安置;城市征地农转非尽可能实施"有产安置";支持集体经济组织参与经济建设和发展;深化产权制度改革;加快现代企业制度建设,确保集体经营性资产保值增值。

To strengthen the rural collective operating assets is the effective approach to increase farmers＇ property income. The direct cause of the low property income of farmers is that the amount of the operating assets of the farmers is less, and the deep reason is that promoting the farmers＇ property income growth of the system is missing. To increase farmers＇ property income, we should take the following strategies： Alpine resettlement places and rural centralized settlements should develop as commercial ＆ residential separation. Rural large scope of region development like tourism scenic areas and spots, tourism real estate should be settled by land. Urban land acquisition ＂agricultural＂ turning to ＂city＂ should conduct ＂settle by asset＂ if possible. Support economic collectives to participate in economic construction and development. Deepen property rights system reform. Accelerate the construction of a modem enterprise system, to ensure maintaining and increasing of collective operating assets.
