基于直觉模糊集的PPP项目发包模式决策研究

Study on decision making of PPP project contract awarding mode based on theory of Intuitionistic Fuzzy Sets

随着经济社会的发展,公私合作(Public-Private-Partnership,简称PPP),作为一种重要的融资模式,越来越受到建设行业的关注。对PPP项目发包模式的研究有利于促进项目的顺利实施,也为业主正确选择承包商提供了理论基础。将项目发包主体、发包客体及建设环境列入模式决策的影响因素,并以此为基础建立评价指标体系。引入了基于直觉模糊集理论的评价模型,在对决策信息掌握不完全的条件下,构造包含不确定权重的各直觉模糊数的得分函数,为PPP项目选择了合适的发包模式。该模型计算简单、结果可靠,可为PPP项目发包模式决策提供依据。

With the development of the economy and the society, PPP （ Public - Private - Partnership） , as an important finan- cing mode, has drawn increasing attention in construction industries. Study on PPP project contract awarding mode is conducive to the smooth implementation of the project and provides theoretical basis for the project owner in contractor selection. The project contract awarding employer, contract object and construction environment are included in the list of factors influencing the contract awarding mode decision making, based on which an evaluation index system is established. The evaluation model based on the theory of Intuitionistic Fuzzy Sets is adopted to work out the score functions of the intuitionistic fuzzy numbers with uncertain weight when the information for decision making is not adequate, and hence the appropriate contract awarding mode of the PPP project is selected. Owing to its convenient calculation and reliable results, the model is able to provide basis for decision making of PPP project contracting mode.
