基于数据包络分析的开发区用地经济效率评价——以合肥、芜湖2市19个省级及以上开发区为例

Efficiency Analysis of Land Use in Development Zones, Based on DEA Model——A case study of 19 Province-level Development Zones in Hefei and Wuhu

运用数据包络分析法评价合肥、芜湖2市19个省级及以上开发区的土地利用经济效率,得到的主要结论如下:(1)开发区用地经济效率的综合效率较高,平均值为0.896,绝大部分开发区效率值在0.7以上,合肥高新技术开发区等8个开发区达到了DEA有效。(2)整体来看合肥市省级及以上开发区用地经济效率显著高于芜湖市。(3)未达到DEA有效的11个开发区均未达到规模有效,合肥瑶海等7个开发区未达到技术有效。安徽长丰双凤经济开发区处于规模报酬递减状态,其他10个开发区都处于规模报酬递增状态。(4)研究区省级以上开发区用地经济效率方面还有较大的提质增效空间。

By using data envelopment analysis, we analyzed the land use economical efficiency of the 19 development zones in Hefei and Wuhu. we found that： Firstly, most of those develop-ment zones＆#39; comprehensive efficiency were all above 0.7, and 8 ones＇ comprehensive efficiency were 1, reached DEA effective. Secondly, in general, the efficiency of development zones in Hefei was higher than that in Wuhu. Thirdly, those 11 development zones, which didn＇t reach DEA effective, were also didn＇t reach the scale effective; 7 of them didn＇t reach the technology effec-tively; only development zones Shuangfeng was in the decreasing return to scale, the other 10 ones were in the increasing return to scale. Fourthly, land-use economical efficiency of development zones need to be continuously improved.
