国家海洋公园制度建设研究

A study on the Institutional Improvement in National Marine Park

分析了我国国家海洋公园制度建设的进展,在借鉴国外成功经验的基础之上,明确了我国国家海洋公园的法律地位及依据,规范了公园的设立程序,健全了公园的管理体制,加强了公园的制度保障。公园的设立程序应主要包括:调研、论证、申报、评审、批准、公布等几个步骤。公园管理应借鉴国际成功经验,采用国家层面统管全局的垂直管理模式,实行统一协调管理与分级、分部门管理相结合的体制。

This paper analyzed the progress of the institutional improvement of the National Marine Park in China. Based on the successful experience of other countries for reference basis, the paper discussed the institution building of National Marine Park. This chapter point out the Legal status and basis of our country National Marine Park, regulated the establishment program of the park, improved the management system of the park, and strength-ened the institutional guarantee to the park. To set up a program of the National Marine Park should include research, demonstra-tion, declare, review, approval, release, etc. Park management should draw lessons from international successful experience, unified coordination and administration combined with grading, departmental management system, by national level over global vertical management mode.
