摘要
随着我国对俄劳务输出规模的扩大,劳务合同纠纷案件数量呈上升趋势。对外劳务输出案件揭露出法律制度不健全、政府管理不到位以及对外劳务输出渠道不规范等问题。基于此,建议设立专门的政府机构管理对外劳务输出,建立有效的私营机构招募机制,鼓励劳务输出渠道多样化,重视对劳务输出者的培训,实施有利于对外劳务输出的便利措施和财政支持政策,注重保护劳务人员权益,制定和完善劳务输出法律法规等。
Along with scale expansion of China's labor export to Russia, cases of labor contract dispute are increasing which are involved in imperfect law system and governmental management and non - standard export channels. Therefore, the relevant government sectors should establish the special institution to manage labor export and simple and effective recruiting mechanism of private institutions, encourage diversified export channels, attach importance to labor training's implement facilitation measures beneficial to labor export and financial support policies, focus on protection of labors'rights, enact and improve laws and regulations concerning labor export.
